In his new portfolio, Dr Kelly's responsibilities will include the acquisition of military materials and equipment, science and technology matters relating to their development, skills and industry policy and helping to develop the national Defence Capability Plan.
On Tuesday, Dr Kelly was at KU Queanbeyan South Early Learning Centre teaching the littlies defence of a different sort.
Dr Kelly showed them how good hygiene habits, like the correct hand washing technique, can prevent the spread of germs and infectious diseases.
It was part of a launch by health minister Tanya Plibersek and early childhood and child care minister Kate Ellis of the fifth edition of Staying Healthy - Preventing infectious diseases in early childhood education and care services.
KU Children's Services CEO, Christine Legg praised the ministers for a document that was evidence-based and easy to read.
