Inspector Tony Hill said they are making enquiries in the ACT regarding the ownership of the vehicle.
Queanbeyan Police were alerted to the presence of the sunken vehicle near Trinculo Place on Tuesday morning.
Witnesses told police they heard skidding and crash noises coming from the direction of the Queanbeyan River just after midnight. The witnesses saw the car go into the river and said they saw a person coming out of the water.
Police divers from Canberra were called to help in Tuesday morning's rescue effort.
They ascertained that there were no passengers in the car before a heavy tow truck pulled the vehicle out of the water.
The vehicle will remain in the police yard while police investigate the incident.
