On request, the man was driven a short distance before he got out of the car, eluding police.
The family was unharmed.
The ordeal began about 4pm on Monday when police recognised the wanted 22-year-old driving a stolen black Subaru Forester along Cooma Road.
Police approached the vehicle, which officers allege accelerated harshly along Edwin Land Parkway travelling towards Jerrabomberra.
The car was driven to the car park adjacent to Jerrabomberra Hall where it collided with a parked vehicle.
The driver and a 26-year-old passenger fled on foot.
Police pursued the men. The 26-year-old was arrested with the assistance of the public and charged with knowingly being conveyed in a stolen vehicle. He was refused bail and will reappear before the court on Tuesday.
Police are yet to apprehend the 22-year-old.
Investigations are ongoing.
